Giving blood is a free act of citizenship and solidarity. Since 1951, CNTSCI has collected, tested and distributed blood products throughout Côte d'Ivoire.

Appointed by decree adopted in the Council of Ministers, on the proposal of the Minister of Health, the Director General administers and manages CNTSCI, with authority over all staff, in line with the ethical and professional rules that apply to the health professions.
The Director General represents the institution in all civil and legal matters, implements the decisions of the Board of Guidance and Supervision and carries out the defined policy.

From the 1951 colonial order to the Specialised National Public Hospital Institution: the milestones of blood transfusion in Côte d'Ivoire.
Blood transfusion is established in Côte d'Ivoire by colonial order No. 2464 of 28 April 1951, which creates the Federal Blood Transfusion Centre. Its mission is to collect, process and distribute blood and blood derivatives across French West Africa (AOF).
In Côte d'Ivoire, the Federal Centre becomes the National Blood Transfusion Centre (CNTSCI), with missions limited to Ivorian territory. It is then a small blood collection room attached to the galenic laboratory of the Ministry of Public Health.
CNTSCI is identified as a dedicated service of the Ministry of Health, without legal personality.
Decree No. 91-653 of 9 October 1991 redefines CNTSCI's organisation and grants it the status of public administrative institution (EPA), under the administrative and technical supervision of the Ministry of Health and the economic and financial supervision of the Ministry of Economy and Finance.
Côte d'Ivoire adopts Law No. 93-672 of 9 August 1993 on therapeutic substances of human origin. From then on, CNTSCI operates as a true public enterprise, present across the whole country.
Decree No. 2022-701 of 14 September 2022 turns CNTSCI into a Specialised National Public Hospital Institution (EPHNS), fully integrated into the chain of care.
From 14 September to 9 October 2026, CNTSCI celebrates 75 years of commitment to safe blood, available for every patient.
Since Decree No. 2022-701 of 14 September 2022, CNTSCI has been a Specialised National Public Hospital Institution (EPHNS). It was previously a national public administrative institution (Decree No. 91-653 of 9 October 1991).
To apply the national health policy on transfusion safety: collecting, testing, preparing and distributing blood products to health facilities, practising transfusion therapy, training health professionals and conducting research. The eleven missions are detailed on the Missions and vision page.
CNTSCI is governed by a Board of Guidance and Supervision and managed by a Director General, supported by a management team. Several departments report directly to the Director General, and a Scientific Council reviews the scientific programme.
The network has 34 facilities: 10 Regional Blood Transfusion Centres (CRTS), 18 District Centres (CDTS) and 6 Collection Sites (SP). The national headquarters is on Boulevard de Marseille, Zone 3, Treichville (Abidjan).
Yes. A Quality Management Department, reporting to the Director General, implements CNTSCI's quality policy. ISO 9001 certification of the Treichville CRTS is under way.
